At the same time, NHPRC funds cannot be used for indirect costs under the Commission rules referenced (2 CFR 2600.101), so any indirect costs must be assigned to the applicant’s cost-sharing portion rather than charged to the federal share.

Applicants also need to meet standard federal registration and application requirements. Organizations must be registered in the System for Award Management (SAM) before applying and must keep that registration active through the application and award period. The application must include a valid DUNS number (as required in the opportunity materials at the time) and a complete submission package. A complete application includes Standard Form 424 (Application for Federal Assistance), Standard Form 424B (Assurances for Non-Construction Programs), a project narrative and summary, supplementary materials, and a budget. Applications missing required components will not be considered, and proposals built entirely around activities NHPRC deems ineligible will not move forward for review.
