Opportunity Information: Apply for ARCHIVAL 201910
Access to Historical Records: Archival Projects is a discretionary grant opportunity from the National Historical Publications and Records Commission (NHPRC), part of the National Archives and Records Administration, focused on improving online public discovery and use of historical records. The central goal is to help archives and records-holding organizations preserve, process, describe, and digitize collections in ways that make them easier for the public to find and use on the web. While a wide range of historical materials can be supported, the program places special emphasis on early American legal records, including colonial, territorial, county, early statehood, and tribal proceedings that show how legal systems and governance developed over time.
Projects can work with many formats, not just paper documents. Eligible materials include photographs, born-digital records, and analog audio and moving image formats, as long as the work results in improved public access. The grant is designed to support practical archival outcomes such as creating new online finding aids (public-facing collection descriptions that help users discover what an archive holds) and digitizing historical records collections so they can be made freely available online. NHPRC also encourages applicants to build in public engagement, meaning organizations are urged to involve communities, researchers, educators, or other audiences in meaningful ways during the project rather than treating the work as purely internal processing.
Funding is available for projects lasting one or two years, with an award ceiling of up to $100,000 per grant. NHPRC anticipates making up to 10 awards in this category, with total funding across awards of up to $700,000. Funded projects are expected to begin no earlier than July 1, 2020. Grant recipients must acknowledge NHPRC support in publicity, publications, and any products created with grant assistance, which typically includes websites, digital collections portals, finding aids, reports, and outreach materials.
Eligible applicants include nonprofit organizations and institutions, colleges and universities (public or private), state and local government agencies (including county and municipal entities), and federally acknowledged or state-recognized Native American tribes or groups. The opportunity sits within the humanities funding area (CFDA 89.003) and is aimed at organizations capable of carrying out archival preservation, arrangement and description, and digitization work to professional standards while delivering clear online access outcomes.
A key feature of this program is required cost sharing. NHPRC will fund no more than 75 percent of total project costs, meaning the applicant must cover at least 25 percent through its own resources and/or allowable third-party contributions. The applicant share can include direct costs, allowable indirect expenses counted as part of the match, in-kind contributions, non-federal third-party support, and income generated directly by the project. At the same time, NHPRC funds cannot be used for indirect costs under the Commission rules referenced (2 CFR 2600.101), so any indirect costs must be assigned to the applicant’s cost-sharing portion rather than charged to the federal share.
Applicants also need to meet standard federal registration and application requirements. Organizations must be registered in the System for Award Management (SAM) before applying and must keep that registration active through the application and award period. The application must include a valid DUNS number (as required in the opportunity materials at the time) and a complete submission package. A complete application includes Standard Form 424 (Application for Federal Assistance), Standard Form 424B (Assurances for Non-Construction Programs), a project narrative and summary, supplementary materials, and a budget. Applications missing required components will not be considered, and proposals built entirely around activities NHPRC deems ineligible will not move forward for review. For planning purposes, applicants are directed to NHPRC’s published guidance on what it does and does not fund, since those limitations can determine whether a project idea fits the program. The listed closing date for this opportunity was October 3, 2019.Apply for ARCHIVAL 201910
